What action is the Cabinet Minister taking to improve COPD diagnosis and care in light of the fact that Asthma + Lung UK Cymru states that fewer than 7 per cent of patients receive all elements of recommended care and three quarters of patients are not properly diagnosed according to NICE guidelines?
