Will the Minister confirm who will pay for the nitrate consultants in the new agricultural pollution regulations plan?

The Water Resources (Control of Agricultural Pollution) (Wales) Regulations 2021 do not require consultants to undertake the nitrogen calculations required as part of the Nutrient Management Plans.
