Given the target to de-carbonize all houses by 2030, will the Minister confirm how and who will pay for the necessary steps to decarbonise houses?

Decarbonising and improving the energy efficiency of homes in Wales across all tenures, and the funding of the work to achieve this, is a complex area. It is important to ensure that the infrastructure needed for delivery is in place, alongside the funding plans.
We are likely to see a mix of public and private sector funding being used, with different funding solutions being offered across the different tenure types. This may include grants, loans and other innovative solutions and we continue to work with key stakeholders to explore funding options.
