What assessments did the Welsh Government make of the Corporate Travel Management booking portal before it was appointed as sole provider for Welsh PCR tests?

Corporate Travel Management are the booking agent for NHS tests and not the test provider. The Department of Health and Social Care hold the contract with Corporate Travel Management on behalf of all four UK nations. The Department of Health and Social Care were therefore responsible for assessing Corporate Travel Management in line with public procurement guidelines.
