What discussion has the Minister had with the Minister for Finance and Local Government regarding how the Welsh Government will spend Barnett consequentials from the forthcoming increase in National Insurance contributions?

The additional public spending financed from the increase in National Insurance contributions, and the consequential increase in the Wales Departmental Expenditure Limit. were included in our Spending Review settlement. Our Final Budget laid out our spending plans as agreed by Cabinet.
