What assessment has the Minister made regarding the amount of discretion that local authorities will have when considering enforcement action against pavement parking?

A working group involving stakeholders is currently drafting new enforcement guidance for local authorities before any proposed legislation comes into force. This will help ensure a consistent approach is taken across Wales by all local authorities when enforcing action against pavement parking.
