Will the First Minister state what action he is taking to ensure that his Ministers respond to formal letters promptly?

The Welsh Government publishes information to help correspond with Ministers here - Contacting Welsh Government ministers, in addition to specific information for elected representatives. We aim to respond to correspondence within 17 working days and provide acknowledgements stating a target date for response. Correspondence handling and performance is regularly monitored.
