Will the Minister make it a planning requirement for onshore wind farms to have community consent before receiving planning permission?

The planning system is the most effective way to plan for development and to consider the issues arising from development proposals. It is open and transparent and builds in the opportunity for local communities to both shape development plans and participate in the development management process.
