Will the Minister outline what constitutes reasonable and unreasonable withholding of consent for a tenant to keep a pet in the private rented sector?

It would not be appropriate for me to provide an interpretation of the UK Government’s consumer protection laws. Reasonableness should be determined on a case-by-case basis, and will depend on many factors, including the type of property, the tenant, and the landlord.
