Question
Will the Minister provide an update on flood mitigation measures for the Talybont, Ceredigion community following the serious flooding experienced in 2012?
Answer
Answered by Minister for Climate Change
Natural Resources Wales (NRW) and Ceredigion County Council are the Risk Management Authorities (RMAs) responsible for managing flood risk in Talybont. NRW are responsible for managing the risk associated with the main river sections of the Afon Leri, downstream of the A487. Ceredigion County Council are responsible for the upstream ordinary watercourse sections, and the Afon Ceulan.
RMAs are funded to carry out flood alleviation works via the Welsh Government’s Flood and Coastal Erosion Risk Management Programme. This year we are investing over £71m – the highest level of funding ever provided in Wales in a single year. We have published the list of schemes being funded with an accompanying map here and interactive map providing more detail on the schemes included within the programme.
Following the 2012 event, I understand that NRW provided property flood resilience measures, such as flood gates, to some impacted households. NRW continue to engage with the local community on matters of resilience, and recently provided advice with regards to updating their community flood plan.
The Welsh Government have provided funding to Ceredigion County Council to develop a business case as they seek to develop a capital scheme to address the risk of flooding at Talybont from the Afon Ceulant. I understand that consultants have been commissioned by the Local Authority, and they will seek to engage with the local community in early 2023.
