What criteria must local authorities follow when spending, using, allocating or earmarking money generated by the second home premium?

The powers to apply council tax premiums are discretionary and local authorities may use the additional revenue generated by premiums for any purpose. They are encouraged to use the revenue to help to meet local housing needs.
