Question
Does the Minister anticipate the target of 45 percent of journeys made by public transport, walking and cycling by 2040, to be mainly fulfilled by urban areas?

The target, just a 13 percentage point change from the current level, can and should be met through action across all of Wales to deliver a transport network that is better for our health, our environment and the economy.
