Will the Minister confirm the duties of Ministers in their role as stakeholders for WGC Holdco?

The Welsh Government, on behalf of the Welsh Ministers, operates Cardiff International Airport Ltd (CIAL) as an arms-length private limited company, with distinct separation achieved through WGC Holdco Limited (Holdco).
Holdco owns 100 per cent of the ordinary share capital. Holdco is a private limited company operated as a wholly owned commercial business, independent from the Welsh Ministers. Holdco monitors the airport on behalf of Welsh Ministers.
