What assessment has the Welsh Government made on local authorities’ ability to carry out licensing and enforcement activities relating to animal welfare?

The Welsh Government has funded a project to enhance Local Authorities enforcement capability, through enhancement of training, better guidance for inspectors and improved use of existing resources within Local Authorities.
