What procurement process did the Welsh Government go through before selecting Canadian company Zedcom Media Inc. and who were the other bidders?

Zedcom Media Inc. is the parent company for Grocery Business Magazine which is the main industry magazine for the grocery sector in Canada. The magazine was undertaking a media campaign to promote Welsh food and drink to the grocery industry across Canada. The campaign included digital and print articles about the Welsh food and drink sector and a communications mailshot out to members. No alternative bidders were sought as no alternative providers would have been able to undertake this service.
