Question
Will the Minister confirm a) how many Ukrainian refugees who have arrived in Wales since the conflict in Ukraine began have been teachers and b) how many are working as teachers in Wales now?
Answer
Answered by Minister for Social Justice and Chief Whip
The Welsh Government does not collect this information. General information about the kinds of sectors Ukrainians worked in while still in Ukraine, and the sectors they work in since arriving in the UK has been collected by the Office of National Statistics through its survey of visa holders entering the UK under the Ukraine humanitarian schemes. The ONS has conducted three waves of this survey, together with follow up surveys and an outcomes survey for the first two waves.
The third wave survey was published on 7th July 2023. The surveys can be found here: Visa holders entering the UK under the Ukraine Humanitarian Schemes Statistical bulletins - Office for National Statistics (ons.gov.uk). Due to differences in sampling, care should be taken when comparing estimates between the surveys.
All benefits claimants receive a range of individualised employability support, which includes identification of skills and qualifications, and are referred to appropriate agencies. Ukrainian teachers can apply to the Education Workforce Council for Qualified Teacher Status but their ability to work as teachers in Wales may be limited by their proficiency in English or Welsh. Welsh Government is working with the other three UK nations to deliver an intensive ESOL and Employability Project (EEP) to support Ukrainians to gain employment or to find work more commensurate with their skills.
