Will the Minister provide the basis of the calculation and the data which supports the Welsh Government's estimates of cost saving to the NHS owing to the 20mph policy?

The calculation for the data which supports the estimated cost saving to the NHS as a result of the reduction in default speed limit to 20mph can be found in the Edinburgh Napier Report. They estimated that there would be a 40% reduction in casualties which consequently would result in savings for the NHS.
