Was the data from the Edinburgh Napier Report that was used by the Welsh Government to launch the 20mph consultation and subsequent implementation taken from the report before or after the report was amended?

The public consultation for 20mph took place from July to October 2021.
The Edinburgh Napier Report was published in November 2022.
