Question
What assessment has the Minister made of the reasons for the difference between the 2018 KeolisAmey forecast for rail passenger numbers by 2023-24 of 57.5 million passengers, and the current forecast of 27.4 million passengers?
Answer
Answered by Minister for Climate Change
KeolisAmey’s franchise bid was based on a forecast of successive, year-on-year growth in passenger numbers. The pandemic has led to major changes to travel patterns, with fewer people commuting and a significant reduction in business travel.
