What are the predicted costs to Welsh cattle keepers as a consequence of the proposed amendment to the TB (Wales) Order 2010 that would introduce post-movement testing for all cattle movements to holdings in the intermediate TB areas from high TB areas, the HRA in England, and Northern Ireland?
