Question
What punitive measures can the Welsh Government take against Transport for Wales for delays, cancellations and overcrowding?
Answer
Answered by Deputy Minister for Climate Change
Transport for Wales hold Transport for Wales Rail Limited to account for delays, cancellations and overcrowding as part of managing the rail services contract. Financial penalties were previously enforced against KeolisAmey when it missed agreed targets. Since Transport for Wales Rail Limited is a not for profit company, these financial penalties are no longer in use as they would increase the cost to the taxpayer of operating the railway.
To align our shared objectives, Welsh Government have enhanced governance arrangements, including Welsh Government and local government observer on the Transport for Wales Board. Transport for Wales have developed a suite of multi-modal performance and corporate indicators that monitor progress against agreed targets. These provide an objective measure of how efficiently and effectively targets are met.
