What assessment has the Minister made of the reasons for 26 schools in Wales being in special measures and 10 being in need of significant improvement?

Estyn’s inspection guidance How we inspect (gov.wales) sets out the rationale for judging schools to be in special measures or requiring significant improvement. I am in regular contact with Estyn to understand the underlying issues and how we can overcome the challenges.
