Question
What action is the Minister taking to ensure parents of homeschooled children can access an additional learning needs diagnosis?
Answer
Answered by Minister for Education and the Welsh Language
The Additional Learning Needs and Education Tribunal (Wales) Act applies to all learners whether they are on roll at school or being home educated.
The Additional Learning Needs Code for Wales 2021 states that a local authority is responsible for developing and maintaining an individual development plan (IDP) for home-schooled children with ALN. The learner’s needs and additional learning provision should be identified using the person-centred practice approach and should not be delayed whilst awaiting an assessment or diagnosis.
ALN information, guidance and resources are freely available on the Welsh Government’s website and on Hwb.
