Does the current Coed Ely dualling project adhere to the Welsh Government's new road building criteria?

The A4119 Coed Ely dualling scheme was not considered by the Roads Review panel as Rhondda Cynon Taf Council planned to complete the scheme without further Welsh Government funding.
