What was the total cost of Non-Domestic Rates avoidance across Wales in the financial year 2023-24?

In 2018, the amount of non-domestic rates revenue lost annually to avoidance was estimated to be between £10m and £20m. A more recent estimate is not currently available. The precise amount lost will vary each year, however our recent and planned interventions will help to reduce opportunities for avoidance.
