What assessment has the Cabinet Secretary made of the effectiveness of cost-saving efforts made so far by each health board in Wales?

All NHS organisations have established savings programmes and monitoring mechanisms in place.
Health boards provide details of planned savings as part of the plans they submit at the start of each financial year. Progress against these is detailed in their monthly financial monitoring returns.
