Why has the Welsh Government been unable to establish concrete targets for biodiversity within the secondary legislation under the biodiversity framework?

The Environmental Governance and Biodiversity Targets Bill will introduce a Nature Positive Framework including the power for Welsh Ministers to set biodiversity targets in secondary legislation.
