How does the Welsh Government define 'failure' within the context of financial stability of Welsh universities, further to a letter from Minister for Further and Higher Education to Members of the Senedd on 16 October 2024?

We understand ‘failure’ to be defined as the unplanned and disorderly closure of a higher education provider, without arrangements in place to enable students to complete their courses.
