Will the Cabinet Secretary provide an update on the actions the Welsh Government has taken following the recommendations in the RSPCA Cymru report 'Examining the case for an Animal Offender Register for Wales' published in July 2018?

The report to which you refer concluded that the development of an Animal Offender Register was not recommended at that time due to significant practical and ethical barriers.
