How much time before, or after becoming a landlord must a landlord complete training and sit an exam for a Rent Smart Wales licence?

Part 1 of the Housing (Wales) Act 2014 allows new landlords a period of 28 days before the requirement to become licensed themselves, or to appoint a licensed agent.
