What consideration has the Cabinet Secretary given to including sustainable drainage systems within the initial planning process?

Whilst there is different legislation covering sustainable drainage and planning, effective placemaking requires the alignment of both processes. Planning Policy Wales already states that the provision of Sustainable Urban Drainage Schemes must be an integral part of the design of new development and considered at the earliest possible stage when formulating proposals.
