Question
Will the Cabinet Secretary set out the reasons why the Welsh Government has not reformed the local government funding formula since the onset of devolution?
Answer
Answered by Cabinet Secretary for Housing and Local Government
The current formula methodology was introduced from 2003. The fundamental principle of the formula is that this funding is distributed according to relative need. The largest drivers of service expenditure are population levels, deprivation levels and sparsity.
The funding model is reviewed and agreed by local government on an annual basis and is subject to an ongoing programme of work to assess and update data inputs and associated weights.
