Question
What is the Welsh Government's policy on requiring housing developers to prove, as part of their planning process, that additional residents can access places at schools, GPs, and dentists?
Answer
Answered by Cabinet Secretary for Economy, Energy and Planning
The Welsh Government's policy is to require developers to provide the essential services needed by future residents. This aligns with the principles of good placemaking outlined in Planning Policy Wales. Local planning authorities (LPAs) are best placed to understand the impacts of any proposed development. When reviewing Local Development Plans LPAs must consult service providers to identify the need for additional provision. Any additional provision that is considered necessary may be secured when planning applications are determined through the use of either Section 106 agreements or Community Infrastructure Levy contributions.
