Which Minister requested that Industry Wales undertake a project between 2021-23, as referenced by Industry Wales's Chief Executive in a statement 12 March 2025 in response to a letter from the Auditor General for Wales to the Senedd’s Public Accounts Committee concerning Industry Wales’ 2023-24 accounts?

The project you refer to was funded through the Business Innovation and Tourism Escalator Scheme (BITES), under the authority of the then Minister for Energy, Planning and Rural Affairs.
