Will the Cabinet Secretary clarify the precise amount of consequential funding provided to Wales through the UK Government's spending review as a result of the East West Rail project, in light of the retrospective change to the relevant Barnett comparability factor ?

There was no change to the comparability factor for the Department for Transport between the first phase of the UK Government’s spending review last October and the second phase in June this year.
