Question
Will the Cabinet Secretary outline the process for ensuring transparent accountability in relation to direct grant-funding by the Welsh Government?
Answer
Answered by Cabinet Secretary for Finance and Welsh Language
Welsh Government grants cover a vast and complex range of different types of funding, including budget and funding allocations, competitive/ open call application schemes as well as compensation and direct awards. Grant funding is provided to public, private and third sectors as well as at times to individuals.
The vast majority of grant funding recipients receive the Welsh Government's grant award letter which sets out the standard terms and conditions for the specific grant the organisation is receiving. Grant Managers are also able to set bespoke conditions tailored to their policy areas.
Organisations are monitored against these conditions through the lifecycle of the grant to ensure compliance. Grant Managers are responsible for such activity.
