Question
What discussions has the Cabinet Secretary had with Rhondda Cynon Taf Council over recruitment of relevant posts to ensure that school breakfast clubs in the Council's area can operate at full capacity?
Answer
Answered by Cabinet Secretary for Education
Section 88 of the School Standards and Organisation (Wales) Act 2013 places a duty on local authorities to provide free breakfasts in primary schools in line with expectations set out in published guidance. Local authorities have discretion over how provision is delivered. In fulfilling this duty, local authorities should consider a range of factors, including the availability/suitability of staff to supervise the breakfast provision. As such, matters relating to the staffing of school breakfast clubs are for Rhondda Cynon Taf Council to manage in line with their statutory duties and local workforce planning arrangements.
