Question
Will the Cabinet Minister publish a clear national plan to end homelessness in Wales, developed in partnership with people with lived experience and organisations such as Crisis Cymru?
Answer
Answered by Cabinet Minister for Local Government, Housing and Planning (Siân Gwenllian)
The Homelessness and Social Housing Allocation (Wales) Act 2026 (the Act), sets out a significant programme of reform and a detailed programme of implementation is underway to support its phased commencement.
This is not a single‑plan endeavour. Ending homelessness requires sustained system‑wide change across housing, health, social care and wider public services, alongside action to address the underlying causes of homelessness.
As I set out in my recent oral statement, we are taking forward a broad range of measures to strengthen prevention, improve support and ensure homelessness in Wales is rare, brief and unrepeated.
We will continue to work closely with local authorities, delivery partners and the third sector, and to engage people with lived experience, to inform both implementation of the Act and the wider reforms needed to deliver on our ambition to end homelessness in Wales.
