What assessment has the Welsh Government made of the total projected administrative, legal, and software procurement costs incurred by a principal council transitioning to the Single Transferable Vote (STV) system?

The previous Welsh Government assessed the costs associated with the STV system being used by a principal council and published this in the Explanatory Memorandum to the Local Elections (Principal Areas) (Single Transferable Vote) (Wales) Rules 2023.
