Question
Will the Welsh Government review whether current procurement processes create unnecessary barriers for local businesses?
Answer
Answered by Cabinet Minister for Finance (Elin Jones)
Public procurement in Wales is governed by the Procurement Act 2023 and the Social Partnership and Public Procurement (Wales) Act 2023, both of which support increased transparency. The Procurement Act requires contracting authorities to have regard to barriers faced by small and medium-sized enterprises and to consider how such barriers might be reduced or removed. It also requires authorities to consider whether contracts can be divided into lots, where appropriate, to improve access to procurement opportunities for SMEs and local businesses. Concerns regarding compliance with the Act may be referred to the Welsh Procurement Review Unit for consideration and investigation.
