Will the Cabinet Minister commit to ensuring that the evidence base developed for the Welsh Government as part of the review of the Control of Agricultural Pollution Regulations is published before any changes to the regulations are made?

Any changes to the Control of Agricultural Pollution Regulations will be supported by evidence and will include a regulatory impact assessment
