The Code of Guidance for local authorities on the Allocation of Accommodation and Homelessness stipulates that local authorities in Wales must assist survivors in sourcing alternative accommodation, whether on a permanent or temporary basis.

In Wales, our approach is clear that access to safety is based on need and risk. While safe accommodation is often critical for survivors fleeing abuse, we also recognise safety should not always depend on a survivor having to leave their home, family networks or community.

Where survivors do need to leave to secure their immediate safety, specialist refuge services across Wales play a vital role in providing emergency accommodation and support. Refuges can offer a safe place for survivors and their children at times of crisis, helping to ensure that immediate safety needs are met while longer-term housing options are explored.

I am grateful to local authorities and specialist refuge providers across Wales for the vital role they play in helping people fleeing abuse to access safety and support.

While safe accommodation is fundamental, it is not enough on its own to meet the needs of survivors. Alongside housing support, survivors may require a coordinated multi-agency response, to address risk, enhance safety and support longer-term recovery. For survivors assessed as being at high risk, cases may be considered through local Multi Agency Risk Assessment Conferences (MARACs). The work of MARACs, together with Independent Domestic Violence Advisers (IDVA) helps establish a shared understanding of risk across agencies and coordinate actions to support survivors’ safety and wellbeing, in close consultation with the survivor.

The Homelessness and Social Housing Allocation (Wales) Act 2026 (the Act) aims to transform our response to homelessness, and my priority now is its successful implementation. Part of this response will include ensuring survivors of all forms of abuse are supported more effectively and their needs are fully understood and responded to. The Act will bring the definition of domestic abuse up to date to align with the Domestic Abuse Act 2021 which includes coercive control and economic abuse, alongside other kinds of abuse which give rise to harm, including modern slavery, stalking and harassment. The Act also ensures existing protections for people who need to move to another area to escape abuse remain in place.

Social housing allocation must continue to be based on assessed housing need, with local authorities prioritising those facing the most urgent circumstances, including people fleeing abuse. Demand for settled accommodation far exceeds supply, and local authorities must balance the needs of a wide range of households experiencing acute housing need. This includes over 10,000 individuals living in temporary accommodation in Wales, all awaiting a settled home.
