Question
Will the Welsh Government consider legislating to give local authorities powers to end pavement parking?
Answer
Answered by Deputy Minister for Transport (Mark Hooper)
This Government is committed to enabling and encouraging more people to make everyday journeys on foot. Pavement parking undermines that aim and can create barriers for pedestrians, particularly disabled people, older people and those with pushchairs.
We are seeking to change driver behaviour by raising awareness that pavements are for pedestrians, not vehicles, supported by the deterrent of effective enforcement. Officials are considering how best to provide local authorities with further powers to tackle pavement parking.
Local authorities in Wales already have powers to issue fines where vehicles block dropped kerbs, helping to enforce rule 243 of the Highway Code by keeping pedestrian crossings, cycle crossings and access to driveways clear. The police may also intervene where urgent access is required.
