What consideration has the Welsh Government given to the possibility that moving to a needs-based funding formula for Wales could mean a reduction in overall funding to Wales?

Our priority is securing fair funding outcomes for Wales. Wales needs a modern needs-based funding system that is fair, transparent and properly reflects Wales’ demographic and economic realities.
