Does the Welsh Government plan to divert any future Barnett consequentials relating to health in order to fund its universal free childcare pledge?

Decisions on how to spend funding made available to the Welsh Government are made by Welsh Ministers and based on the priorities and needs of the people of Wales. These decisions are based on all sources of income, including Barnett consequentials, the block grant from the UK Government, and anticipated tax revenues.
