Will the Welsh Government ensure that all Barnett consequentials relating to health are spent on that purpose?

Decisions on how to spend funding made available to the Welsh Government are made by Welsh Ministers and based on the priorities and needs of the people of Wales. These decisions are based on all sources of income, including Barnett consequentials, the block grant from the UK Government, and anticipated tax revenues.
