What estimate has the Cabinet Minister made of the one-off and annual recurring costs to the Welsh Government and local authorities of enforcing the Prohibition of Greyhound Racing (Wales) Act 2026, broken down by a) costs of monitoring compliance, b) investigating alleged offences and c) pursuing prosecutions, and how will costs be funded?

Enforcement costs are considered in the Explanatory Memorandum, incorporating the Regulatory Impact Assessment and Explanatory Notes, which was updated prior to Royal Assent.
Those who will be impacted by the ban deserve clarity and support. Through the Greyhound Racing Ban Implementation Group, we have ensured that those affected will have access to tailored support, including Working Wales’ ReAct+ programme, so that they have the training, advice and assistance needed to move into new opportunities.
