What guidance does the Welsh Government's Cohesive Communities division provide on distinguishing between legitimate political expression regarding migration and anti-migrant sentiment?

It is not the function of Welsh Ministers to provide guidance on the boundaries of freedom of expression. Relevant resources are available from, among others, the Equality and Human Rights Commission.
