Debate: Budget flexibilities and the operation of the UK Funding Framework
Welsh Labour's Lesley Griffiths proposed that the Senedd call on the UK Government to give the Welsh Government more freedom over its budget. Plaid Cymru and the Conservatives tabled amendments, all rejected. A joint motion from four parties, calling for inflation-linked limits, annual review of limits and no reserve draw-down limits, was agreed.

Amendment 1 would have replaced the whole motion with the Conservatives' wording, including annual review of borrowing and reserve limits instead of linking them to inflation.

Amendment 2, from Plaid Cymru's Heledd Fychan, added a statement regretting that Westminster's funding approach led to money owed from HS2 and blocked Crown Estate investment in local energy.

Amendment 3, from Plaid Cymru's Heledd Fychan, added a call on the UK Government to review the Barnett Formula, which sets Wales's funding, to address unfairness.
