Will the Minister state whether there is any discretion in the eligibility criteria for Nest?

The current Warm Homes Programme Nest Scheme is based on an independent evaluation of the Nest 1 scheme, together with research which examined the characteristics of households most at risk of living in a cold home. A public consultation on proposals based on these reports was completed in 2016. The Welsh Government can exercise discretion on the eligibility of applicants to the scheme and has done so under the Nest Scheme Health Conditions Pilot. The pilot extends support to people living on a lower income with an eligible health condition in a home with an Energy Performance Certificate rating of D or lower.
